Obligations of newcomers
A number of categories of newcomers - such as Mercy - have four obligations in 2024:
1. Take a Dutch course.
Learning the language is seen as the 'cornerstone' of integration in Flanders. In 2024, the minimum number of modules to be taken was two.
2. Take a social integration course.
There you will learn about the values, services, rights and obligations in our Flemish society.
3. Register with the Flemish Employment Service (VDAB).
They will help you find a job. Flanders wants to get everyone into work.
4. Do volunteer work.
That is a rather recent addition. Among other things, it gives you the opportunity to practice your Dutch - see point 1 - in 'real life'.
How far along is Mercy?
Ad 1. Mercy has now completed 3 parts of the language course.
Ad 2. She just completed the exam on the social integration course within the first year.
Ad 3. On the threshold of the second year, she will start her first part-time job.
Ad 4. In the meantime, she has been active as a volunteer in two choirs and a parent committee for almost a year.
This post is about obligation 2 - Flanders likes to talk about obligations-: the exam 'social integration'.
Social orientation course
Mercy felt a bit nervous about the social orientation exam. The main reason was the time gap between the online course and the exam.
And the question of whether the bus would actually come. In Kalken, a peaceful little village near the castle of Laarne, there aren't many buses.
Mercy thought such a course should be taught in person. She also felt it was a pity that there was no possibility for group interaction. And why not add group excursions? I wonder.
The exams were in a language of choice, e.g. Turkish, Ukrainian, Russian, English... So that was easy.
For the sake of easier grading, it consisted of multiple-choice questions.
There were no questions about health insurance, housing, migration, history of Belgium, schooling, etc. Mercy told me disappointedly. The representativeness of the test objectives was perhaps on the low side.
Newcomers always want to perform well. They feel like they are going back to kindergarten after university. Unfortunately, the result of the social orientation exam consists of the dichotomy of passed – not passed.
Social orientation exam
After this brief introduction, you can start your exam 'AT HOME IN FLANDERS' yourself. Everyone can participate. For once also those who were born in Flanders and whose veins flow with Flemish blood.

Verplichtingen van nieuwkomers
Een aantal categorieën van nieuwkomers -zoals Mercy- hebben anno 2024 vier verplichtingen:
1. Een cursus Nederlands volgen.
Het leren van de taal wordt gezien als de ‘cornerstone’ van de integratie in Vlaanderen, ook wel de inburgering genoemd. In 2024 stond het minimum aantal te volgen modules op twee.
2. Een cursus sociale integratie volgen.
Daar leer je de waarden, diensten, rechten en verplichtingen in onze Vlaamse maatschappij kennen.
3. Zich inschrijven bij de Vlaamse Dienst voor Arbeidsbemiddeling (VDAB).
Zij helpen je een job zoeken. Vlaanderen wil iedereen aan het werk krijgen.
4. Vrijwilligerswerk doen.
Dat is een eerder recente toevoeging. Het geeft je ondermeer de kans je Nederlands -zie punt 1- in ‘real life’ te oefenen.
Hoe ver staat Mercy?
Ad 1. Mercy heeft ondertussen 3 delen van de taalcursus beëindigd.
Ad 2. Nog net binnen het eerste jaar heeft ze het examen over de sociale integratie-cursus gemaakt.
Ad 3. Op de drempel van het tweede jaar gaat ze starten met haar eerste deeltijdse job.
Ad 4. Ondertussen is ze al bijna een jaar vrijwillig actief in twee zangkoren en een oudercomité.
Deze post gaat over 'verplichting 2' -Vlaanderen heeft het graag over "verplichingen"- de cursus en het examen ‘sociale integratie’.
Cursus sociale oriëntatie
Mercy voelde zich wat zenuwachtig voor het examen sociale oriëntatie. De voornaamste reden was het lange tijdsverloop tussen de online-cursus en het examen.
En de vraag of de bus wel zou komen. In Kalken, een vredig dorpje nabij het kasteel van Laarne, komen er niet zoveel bussen.
Mercy vindt dat een cursus sociale integratie in vivo moet worden gegeven. Ze vond het ook jammer dat er geen echte groepsinteractie mogelijk was. En waarom geen groepsexcursie(s) toevoegen? vraag ik me af.
De examens waren in een taal naar keuze b.v. Turks, Oekraïens, Russisch, Engels… Dus dat was makkelijk. Voor het gemak van de verbetering bestond het examen uit meerkeuzevragen. Er waren geen vragen over gezondheidszorg, huisvesting, onderwijs, migratie, geschiedenis van België, enz. vertelde Mercy ontgoocheld. De doelstellingenrepresentativiteit van de test was wellicht aan de lage kant.
Nieuwkomers willen altijd goed presteren. Ze hebben het gevoel dat ze na de universiteit terug naar de kleuterschool gaan, aldus Mercy. Helaas, het resultaat examen sociale oriëntatie bestaat uit de dichotomie geslaagd – niet geslaagd. Dus Mercy was gewoon geslaagd.
Het examen sociale oriëntatie
Na deze korte inleiding kan u zelf starten met uw examen ‘THUIS IN VLAANDEREN’. Iedereen mag meedoen. Ook zij die geboren zijn in Vlaanderen en door wiens aderen er Vlaams bloed stroomt.
